The Department is subject to the Government Performance and Results Act and the GPRA Modernization Act of 2010 (collectively, “GPRA’). The provisions of GPRA require that federal agencies establish performance goals. Under these agency performance goals, the Department creates program performance measures and quantifiable indicators to assess progress. These measures are commonly referred to as “GPRA measures.” In 2020, the Department approved a set of five new GPRA measures for the 21CCLC Program. (Resource Exhibit - GPRA Measures)
In accordance with the Department requirements, the HIDOE, and subgrantees implementing a 21CCLC program must provide information regarding their approved and funded 21CCLC grants and report progress on GPRA measures. CEB 21CCLC is required to use the Department’s 21APR system to report required data elements. Thus, programs must agree to provide accurate and timely data as required by federal and state reporting requirements. The Department’s 21APR requirements are as follows:
- General program information
- Student enrollment and demographic characteristics
- Student attendance (days and hours)
- Times per week, hours per session, and number of participants for each activity
- Schools attended by students enrolled in the 21CCLC program
- Information on staffing levels and types used by the program in serving students
- List of partners and subcontractors involved with the grant
In addition, at the end of each year, each project implementing a 21CCLC program must provide summative data via 21APR. The Department has updated the GPRA data elements to be implemented beginning in SY2021/22 as follows:
Academic Achievement
A-1: Percentage of students in grades 4-8 participating in 21CCLC programming during the school year and summer who demonstrate growth in reading/language arts on state assessments.
