If After School activities will be conducted at non-DOE facilities, HIDOE Office of Facilities and Operations recommends the safety and security standards at DOE facilities are replicated at non-DOE facilities if possible. Recommendations to ensure both employees and students are safe and protected are as follows:

  1. Administrative Requirements
    • Injury and illness Record (OSHA 300 Log) is current.
    • OSHA Required Postings
    • First aid kit is available.
    • Safety orientation provided to workers, e.g., required safety training, Hazardous Communication, e.g., MSDS, Personal Protective Equipment (PPE), etc.
    • Employer background check policy for employees
    • Automated External Defibrillator (AED) is available and personnel have been trained in its use.
    • State and/or federal emergency proclamations/policies are adhered to and fully implemented to ensure employee/student safety.
  2. General Physical Condition of Work-Site:
    • Floors, aisles, and work areas are clear.
    • Walls are maintained.
    • Proper lighting and illumination.
    • Proper ventilation and maintenance.
  3. Housekeeping:
    • Work materials stored properly.
    • Tools and equipment kept orderly.
    • Aisles and work areas kept clean, orderly, and in a sanitary condition, etc.
    • Slip, trip, and fall hazards controlled.
  4. Equipment:
    • Worksite follows safety procedures for properly maintaining, storing, and using equipment.
    • Workers trained in the use of equipment prior to operating.
    • All students prohibited from using equipment not allowed by Child Labor Laws.
    • Appropriate Personal Protective Equipment (PPE) is available and used, as applicable.
  5. Emergency Preparedness Planning:
    • Non-DOE facilities have water, restrooms, and the capacity to shelter all adults and students.
    • Adequate number of Adult Supervisors present to conduct After School activities as well as oversee the safety and security of students.
    • Adult Supervisors must wear distinctive clothing or safety vests for quick recognition and be equipped with walkie-talkies, bullhorns, and whistles for quick communication capabilities.
    • Develop an Emergency Action Plan and conduct drills that cover the following: Fire, mass evacuation, active shooter/threat, lockdown, shelter-in-place, and earthquake. Emergency plans should also cover other areas such as stranger-danger, trespassing, adult/student injuries, family reunification, etc.
