Program Requirement

The program maintains an emergency readiness plan on file, specific to the out-of-school-time (OST) program, at each site, and trains staff on policies/procedures.

The HIDOE Safety, Security and Emergency Preparedness Branch is responsible for the security of Department campuses. Please reference the HIDOE Emergency Procedures Guide. to develop a plan that considers students that are on campus during the Out of School Time (OST).

All Hawaii schools are required to prepare and implement an Emergency Management Plan. In October of 2009 the HIDOE provided the Emergency Procedures Guide as a format for creating an Emergency Management Plan. As presented in the Guide, a school-specific Plan “should be placed near exits, or next to the instructor's desk, and be clearly visible in every classroom, gym, cafeteria, office and other occupied locations.” Also as noted in the Guide, the Emergency Management Plan should be reviewed with staff during the school’s safety training before the start of each school year and reviewed with substitute teachers and volunteers prior to school duty assignments.

To ensure compliance with both state and 21CCLC requirements, the Emergency Management Plan must specifically address the following three requirements:

  1. OST program sites
  2. OST staff
  3. OST staff training within the OST space.

Note: A copy of The Emergency Readiness Plan must be clearly visible in all OST locations where the 21CCLC program is taking place. Oftentimes, that means on a lead teacher’s clipboard, in an emergency binder, travel desk, or emergency kit.

Note: A copy of the school's HIDOE required Emergency Preparedness Plan may be used. The plan must include emergency procedures in regard to students and staff participating in out of school time programming on campus.

Be sure to maintain these plans to reflect current programs and to ensure 21CCLC requirements are met.
