21st Century Community Learning Centers

The Nita M. Lowey 21st Century Community Learning Center program supports the creation of community learning centers that provide academic enrichment opportunities during out-of-school hours for children, particularly students who attend high-poverty and low-performing schools. The program helps students meet state and local academic standards in core academic subjects, such as reading and math; offers students a broad array of enrichment activities that can complement their regular academic programs; and offers literacy and other educational services to the families of participating children.

Annual Program Evaluations

In accordance with the Elementary and Secondary Education Act (ESSA § 4205(b)), all 21st Century Community Learning Centers (21CCLC) subgrantees must undergo third‑party, formative and summative evaluations each program year. These evaluations:

  • Assess program effectiveness and student outcomes.
  • Support continuous program improvement.
  • Are shared with the State Education Agency and made publicly available.
  • Include data on participation, academic progress, program quality, and impact.
